The Guam emergency declaration approved by President Donald Trump authorizes federal agencies to support the territory after Super Typhoon Champi brought damaging winds, heavy rain and widespread power disruption.
The storm passed about 10 miles south of Merizo near its closest approach early Sunday. Guam officials said the southern part of the island absorbed the strongest effects.
Guam Emergency Declaration Unlocks Federal Coordination
The Government of Guam’s official update said the declaration allows the Federal Emergency Management Agency to coordinate assistance intended to protect lives, property, public health and safety.
The measure is an emergency response authorization rather than a final estimate of losses. Damage assessments will determine whether additional federal programs are requested and which costs qualify for reimbursement.
Guam remained in Condition of Readiness 1 as of the update, meaning residents were instructed to stay inside reinforced structures. Tropical-storm-force winds were continuing, and officials warned that typhoon-force gusts could still affect southwestern areas.
Flooding, high surf and coastal inundation remained hazards even as the center moved away. Those conditions can delay inspections of roads, ports, telecommunications and distribution infrastructure.
Power Service Fell as Champi Crossed the Island
About 75% of Guam retained electricity shortly after the closest approach, but the share fell to roughly 50% by 7:50 a.m. as feeders in central and northern districts tripped offline.
Power remained available to several critical locations, including Guam Memorial Hospital, Naval Base Guam, Andersen Air Force Base, Camp Blaz, Harmon Industrial Park and parts of Tumon. Maintaining service to those sites supports emergency care, defense operations and the island’s tourism corridor.
The economic effect will depend on the duration of outages and the condition of transport and hospitality assets. Guam’s geographic isolation can also make replacement equipment and construction materials slower or more expensive to deliver after a major storm.
The next official milestones are the move to a lower readiness condition, restoration of power feeders and completion of initial damage assessments. Those reports will clarify whether the emergency declaration is followed by a broader disaster request.
