Halliburton Venezuela agreements with Eneva and WESCA will establish separate frameworks for identifying and supporting oil and gas development opportunities in the country. Halliburton (NYSE: HAL) announced the memorandums of understanding on Monday.
The company did not disclose financial terms, project values or a timetable for converting either memorandum into commercial work. The agreements therefore identify areas of collaboration but do not represent booked revenue or confirmed field-development contracts.
Halliburton Venezuela Agreements Cover Two Partnerships
Under the official Halliburton announcement, the company and Brazil-based Eneva will jointly identify and pursue development opportunities in Venezuela. Halliburton said the new framework builds on an existing relationship between the companies in Brazil.
Eneva operates across Brazil’s natural-gas and power sectors. Its involvement could connect reservoir development expertise with an integrated gas business, although the announcement did not name individual Venezuelan fields or specify which party would operate future projects.
The second memorandum covers cooperation with WESCA. Halliburton will support field evaluation and development planning, using digital tools and subsurface interpretation to improve reservoir understanding and inform future decisions.
Commercial Scope Remains to Be Defined
Halliburton has operated in Venezuela for nearly nine decades and said it retains strategically located bases and local operating capabilities. That footprint may allow the company to mobilize more quickly if customers approve projects, but actual activity will still depend on technical evaluations, commercial contracts and the applicable regulatory environment.
The release did not say whether the memorandums are exclusive or set minimum spending commitments. It also did not provide production targets, capital budgets or an estimate of their potential contribution to Halliburton’s results.
The agreements give the oilfield-services company a formal role in evaluating a possible expansion of Venezuelan energy activity. Until detailed projects are selected, their operational and financial scale cannot be measured. The next material step will be the identification of specific fields and signed service or development contracts that define scope, funding and execution dates.
