ZYN ULTRA FDA Authorization Covers 11 Nicotine Pouch Products

ZYN ULTRA FDA authorization now covers 11 moist oral nicotine pouch products made by Swedish Match USA, an affiliate of Philip Morris International Inc. (NYSE: PM), following review through the premarket tobacco product application pathway.

What the ZYN ULTRA FDA Authorization Covers

The U.S. Food and Drug Administration issued marketing granted orders for ten products containing 9 milligrams of nicotine and one Smooth variant containing 11 milligrams. Other 11-milligram variants remain under scientific review and are not included in the new authorization.

The authorized 9-milligram lineup includes Chill, Citrus, Cool Mint, Deep Freeze, Menthol, Peppermint, Smooth, Spearmint, Wintergreen Chill and Wintergreen. The additional authorized product is the 11-milligram Smooth variant.

The FDA said it assessed each product’s nicotine exposure, design, formulation and other characteristics as part of its population-level public health review. According to the agency, the products contained lower levels of most harmful and potentially harmful constituents than many traditional oral and smokeless tobacco products.

The decision formed part of the FDA’s nicotine pouch pilot program, which is designed to streamline scientific reviews and resolve application issues more efficiently. The agency said it has now authorized 43 nicotine pouch products in total, including 23 reviewed through the pilot.

Marketing authorization does not mean the products are safe or formally approved as medicines. The FDA evaluates whether permitting a tobacco product’s sale is appropriate for the protection of public health, considering potential benefits for adults who switch completely from more harmful products alongside risks to young people and non-users.

For Philip Morris, the ZYN ULTRA FDA authorization broadens the U.S. portfolio of its leading nicotine-pouch brand. The commercial impact will depend on adult consumer adoption, responsible marketing and the outcome of pending applications for the remaining higher-strength variants.
